Elections are conducted, supervised and controlled at three levels:
- Locally, by the Election District Board
- In the county, by the Board of Elections (814/451-6275 Fax: 451-6350)
- And Registration Commission. Both boards are composed by the Board of County Commissioners.
Statewide elections are controlled by the Secretary of State (or Commonwealth).
